Funding Opportunities for Affordable Housing Under the Inflation Reduction Act
This session will review opportunities presented for affordable housing from the Inflation Reduction Act (IRA), which features $25B in grants and rebates plus significant new tax incentives, valued by CBO at over $37B. IRA channels climate funding via four federal agencies – IRS, EPA, DOE, and HUD — for energy efficiency, renewable energy, and resilience, including indoor air quality. Most programs should be launched by the time of the conference, and while IRS guidance is awaited, many of the tax credits are already available. Programs and tax incentives are “stackable” and most allow financial leveraging from IRA and non-IRA sources.

Developing Affordable Housing Using Federal and Non-Federal Sources
As construction costs continue to rise and supply chain and other issues continue, the Allegheny County Housing Authority, the Dauphin County Housing Authority and other affordable housing developers have used a variety of approaches to finance the development and/or revitalization of affordable housing. This session will (a) center on the ability and need to bring in different funding sources for quality affordable housing in today’s environment and (b) provide real world examples from a variety of sources – both traditional and innovative – to demonstrate the options and pros and cons of diverse approaches.

Motel Conversion: The Good, the Bad, and the Ugly
With escalating development costs and increasing numbers of unhoused people, Public Housing Agencies in California are turning to the acquisition of motels to provide Emergency Interim Housing (EIH) and Permanent Supportive Housing (PSH). Four agencies from California will describe their respective acquisitions, discussing all aspects from vision to everything in between. Choice Neighborhoods: Funding for Revitalizing Neighborhoods and Redeveloping Distressed HUD-Assisted Housing
Choice Neighborhoods is HUD’s foremost place-based program focused on reinvesting in low-income neighborhoods with distressed public housing and Section 8 properties. With a “Housing, People, and Neighborhood” approach, grants up to $50 million each provide significant capital for redevelopment of HUD-assisted housing, physical neighborhood improvements, and resident supportive services. This session will provide a brief overview of the program followed by an interactive panel presentation with leaders representing Choice Neighborhoods in Louisiana. This dynamic panel will bring fresh perspectives from PHAs, local governments, developers, and social service agencies on moving beyond repositioning to create lasting neighborhood change.
