HUD Office of the Inspector General Issues Memo Reminding Agencies of Lead-Based Paint Inspection Timing

By: Andrew Van Horn, Policy Analyst

HUD’s Office of the Inspector General (OIG) has published a memo detailing the results of their audits of lead-based paint (LBP) visual inspections. They found that PHAs may be aligning their visual inspections with their annual self-inspections of all units required under the National Standards for the Physical Inspection of Real Estate (NSPIRE). Visual inspections for LBP must occur every twelve months. Self inspections must occur each calendar year. If agencies conduct both at once—which is permitted—but they occur more than twelve months apart, they may not be in compliance with the Lead Safe Housing Rule.

OIG recommended that HUD clarify these requirements, and HUD had no comments. Find OIG’s webpage on the report here.
