HUD Sends FSS Program Coordinator Funding Letter

Earlier today, HUD sent a Fiscal Year 2018 Family Self-Sufficiency Program Coordinator Funding Letter to PHA Executive Directors. The letter is meant to help “prepare for the upcoming Fiscal Year (FY) 2018 Family Self Sufficiency Notice of Funding Availability (NOFA) competition.” The letter discusses Public and Indian Housing Information Center (PIC) data; the possible use of composite scores in funding determinations; and checking the System for Award Management (SAM) and DUNS status.

PIC Data and FSS Addendum

For the FY 2018 FSS NOFA, HUD expects to rely on the number of FSS participants that are reported in PIC. Only Moving To Work (MTW) PHAs, Tribal Designated Housing Entities, and PHAs serving Project-based Rental Assistance (PBRA) residents may be allowed to submit additional supporting documentation. All other entities should make sure that the number of FSS families is accurately reflected in PIC by June 1, 2018.

The letter includes a preliminary report showing the number of FSS families in each eligible applicant’s FSS program in calendar year (CY) 2017. PHAs that are not showing enough participants to support the renewal positions are highlighted. PHAs that believe that they were serving more families during the target period should contact REAC_PIC_TECHASSISTANCE@hud.gov to request a report of all FSS participants reflected in the current and historical databases. Requests should be made by May 11. 2018.

Composite Score

HUD may use the composite score from its previously published Notice of Proposed New Performance Measurement System (Composite Score) for the Family Self-Sufficiency Program in its funding determinations. (Previously mentioned on this blog here.) If used, HUD anticipates using the data from the quarter ending June 30.

System for Award Management (SAM) and DUNS Status

HUD recommends checking your SAM and DUNS status to ensure use of the correct password. Additional information on SAM can be found here.
