HUD Publishes PIH Notice 2024-09, Extending TAR Sub-Indicator for PHAS

HUD has published PIH Notice 2024-09, “Extension of the Adjustment to Tenant Accounts Receivable (TAR) Sub-indicator under the Management Assessment Subsystem (MASS) Indicator for the fiscal year 2023 Public Housing Assessment System (PHAS) assessment cycle.” PIH Notice 2022-02 created a point allocation to account for high TARs within the MASS indicator for fiscal year 2022. This notice extends the same TAR point awards under the MASS indicator for PHAs with 2023 fiscal year end dates. TARs remain consistently high in public housing, and this extension is intended to account for this trend.
