HUD Publishes CY 2025 Administrative Fee Rates for the HCV Program

On March 17, HUD sent an email to housing agency executive directors stating that calendar year (CY) 2025 administrative fee rates and administrative fee rate descriptions were posted on the HUD website. The descriptions include “proration information through April 2025, as well as guidance on the calculation of administrative fees for portability billings.”
Administrative fees are used by housing agencies for the costs of administering the Housing Choice Voucher (HCV) program. In addition to the costs of administering the program, administrative fees may also be used for other expenses such as owner incentive or retention payments; security deposit assistance; utility deposit assistance or utility arrears; application fees or non-refundable administrative or processing fees or refundable deposit assistance or broker fees; holding fees; or renter’s insurance if required by the lease. These fees are paid based on the number of units that are leased in the HCV program each month. There are two fee rates: a Column A rate and a Column B rate. The former applies to the first 7,200 unit months leased in CY 2025, while the latter rates applies to all other unit months leased. Agencies with program participants in multiple administrative fee areas may request a blended rate. Agencies that operate over a large area, defined as multiple counties, may request a higher administrative fee rate. Instructions for requesting these rates will be found in the forthcoming 2025 HCV implementation notice.
