HUD Pre-Publishes Proposed Rule Changing the Public Housing Assessment System

On November 1, HUD pre-published “Public Housing Evaluation and Oversight: Changes to the Public Housing Assessment System (PHAS) and Determining and Remedying Performance Deficiencies” in the Federal Register. The proposed rule will likely be officially published November 2, 2024, and comments will be due 60 days after the publication date. NAHRO will submit comments and will provide more information about the changes in the proposed rule in the November issue of The NAHRO Monitor.

This proposed rule would make changes to the weighting of indicators under PHAs by removing the Capital Fund indicator, revise the timelines for agencies to take corrective actions, apply PHAS to Moving to Work (MTW) expansion agencies, and make certain other certain changes. NAHRO will provide more information about the rule and ways to comment in the coming weeks.
