HUD Delays NSPIRE New Affirmative Requirements to October 2025

On December 17, HUD issued Notice PIH 2024–39, which extends the compliance period for inclusion of point deductions in the physical inspection scores for new affirmative requirements under NSPIRE to October 1, 2025.

The extension is applicable to Public Housing and Multifamily Housing programs and does not impact defects that are not scored (smoke alarms, calls for aid, carbon monoxide devices, and handrails). HUD has decided to delay scoring the new affirmative requirements understanding that stakeholders are still in the process of complying with new requirements.

Delayed new affirmative requirements:

  • Fire Labeled Doors
  • Electrical—GFCI or Arc Fault Circuit Interrupter (AFCI)
  • Guardrail
  • Heating, Ventilation, and Air Conditioning (HVAC)
  • Interior Lighting
  • Minimum Electrical and Lighting
