HIP Implementation Notice Rescinded

On July 3, HUD issued a notice rescinding Notice PIH 2024-12, which provided critical timelines for PHAs in preparing to switch over to the Housing Information Portal (HIP). The notice is applicable to PHAs administering Public Housing; Section 8 Housing Choice Voucher (HCV) programs (includes tenant-based vouchers, project-based vouchers, and homeownership vouchers) the Section 8 Moderate Rehabilitation (Mod Rehab) program, and PHAs who are participants in the Moving To Work (MTW) Demonstration.
PHAs should continue to use the Inventory Management System/Public and Indian Housing Information Center (IMS/PIC) until further information is provided by HUD.
The HIP Implementation Notice issued on April 24, 2024, was meant to provide information on the transition for all applicable PHAs from IMS/PIC to HIP. The transition is essential for PHAs in order to meet the Housing Opportunity Through Modernization Act of 2016 (HOTMA) compliance date for Sections 102 and 104, which is currently still January 1, 2025.
The recission follows communication made by HUD to PHAs on June 17, 2024, of a delay to the HIP implementation process. In their communication to PHAs, HUD also announced that they are internally discussing the feasibility of delaying the compliance date for HOTMA Sections 102 and 104.
More information on HIP implementation and HOTMA compliance will be provided as new information becomes available.
