CPD Guidance Published for Submitting FY25 Consolidated/Action Plans

On January 14, HUD published the notice titled “Guidance on Submitting Consolidated Plans and Annual Action Plans for Fiscal Year (FY) 2025.” The notice provides guidance to formula grantees of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Trust Fund (HTF), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons With AIDS (HOPWA) program for submitting FY 2025 Consolidated Plans and Action Plans.
New Updates
In addition to submitting a SF-424 and the required certifications in 24 CFR part 91, grantees must now also submit a HUD 424-B form. Grantees will no longer have to submit a SF-424D.
Submission Dates
Grantees should not submit their Consolidated Plan/Action Plan until after FY 2025 allocations have been announced. HUD lays out potential submission dates for Consolidated Plans and Action Plans. Submission dates are dependent on the program year start date, however actual dates will be based on when FY 2025 grant allocations are announced. These allocations cannot be announced until Congress passes the FY 2025 HUD appropriations bill and HUD calculates grantee allocation amounts.
