Portability in the HCV program refers to the process through which a family can transfer or port, their rental subsidy to another housing agency. In this class, we will delve into the nuances of portability and the roles the initial, receiving and family play in this process. We will review the various requirements and best practices to ensure a smooth transition between agencies, ensure correct billing, absorbing and more!

After completing this training, participants will be able to:

  • Locate the HUD guidance and regulations on portability.  
  • Determine who is eligible for portability and the grounds for denial.
  • Understand roles, required actions and deadlines of receiving and initial housing authorities and the participant family in the portability process. 
  • Familiarize yourself with the extension policies in housing programs.
  • Navigate portability intricacies in diverse housing programs.
  • Learn billing processes and absorption intricacies.
  • Outline responsibilities and documentation, emphasizing Form 52665.
  • Explore special programs like HCV homeownership, FSS, VASH, etc.
  • Comprehend briefing policies and the effect if administrative plan differences on the families assistance through portability.
  • How portability affects the agency SEMAP and Special Programs including FSS and Homeownership.
  • Demonstrate proficiency in housing agency transactions (PIC Codes).
  • Navigate portability challenges and address denials adeptly.
  • Resolve billing issues with other housing agencies.
  • Understand how administrative fees are determined.
