The affordable housing development landscape has shifted in response to COVID. Much changed (e.g., force majeure, timelines, investor requirements, COVID compliance, plans and reporting) and PHAs need to understand the “new normal” so they may plan how best to structure proposed developments under these new conditions. Issues to be discussed include investor/due diligence requirements, fixed 4% LIHTC, site control, timelines and potential advantages of working with a developer, among others.
