HUD Posts New Rental Assistance Demonstration Supplemental Notice, Webinar Announced

On January 16, HUD published Notice H-2025-01, “Rental Assistance Demonstration – Supplemental Notice 4C.” This notice follows two pieces of guidance published at the end of 2024. Supplemental Notice 4C welcomes comments in the next 30 days and currently makes changes to the following categories.
- Extension of Application Date
- Rad and Section 18 Blends
- Resident Services
- Waivers of Rent Adjustments by OCAF
- Annual Financial Statements
- Extension from 14 to 30 Days’ Notice for Non-payment of Rent
- Renewal After Initial Term
- Leases
- Restore-Rebuild (formerly Faircloth-to-RAD)
- Financing Plan Requirements and Feasibility Benchmarks for Public Housing Conversions
- HOTMA PBV Rule conforming changes
This notice’s changes are in immediate effect unless changes are made in response to comments.
Additionally, HUD has announced a training covering this notice tomorrow, January 17, at 2:00pm ET.
