HUD Releases Notices on FSS Grant Program Funding

On September 24th, HUD issued two complementary notices: PIH-2024-32 “Family Self-Sufficiency Grant Program General Funding Requirements and Procedures” and PIH-2024-33 “Family Self-Sufficiency Grant Program Annual Funding Notification and Application Process”.

The former “establishes ongoing application and program administration rules” for FSS Program funding whereas the latter details application criteria and funding processes specific to the FY 2024 FSS competition.

Section 3 of PIH-2024-32 and Section 2 of PIH-2024-33 (The 2024 Annual Funding Notice) detail FSS Grant Funding Application processes, including information on eligibility, renewal applicants, and new applicants. According to the 2024 Annual Funding Notice, eligible renewal applicants will receive an application invitation via email. Eligible new applicants may submit a Statement of Interest, which, if accepted, will allow them to apply for funding.

Both notices provide information about eligible and ineligible applicants and uses of funds. Eligible applicants include PHAs and PBRAs administering listed programs. FSS grant funds may only be used to pay the salary and fringe benefits of FSS program coordinators.

Under the 2024 Annual Funding Notice, Renewal Awards for existing FSS grantees will receive first funding priority followed by Expansion Positions. New Applicants may only be considered for funding after all Renewal Awards and Expansion Positions are fully funded. 

Section 8 of PIH-2024-32 and Section 6 of the 2024 Annual Funding Notice discuss funding formulas. In the 2024 Annual Funding Notice, median salaries, eligible position formulas, funding limits, and renewal funding are established. Annual Cost Adjustment for Renewal Funding is up to 4% and will be factored into Initial Renewal Funding.

The Period of Performance under the 2024 Annual Funding Notice will be Calendar Year 2025.
