HUD Posts New Training Videos on HOTMA Sections 102 and 104

The U.S. Department of Housing and Urban Development has posted several videos providing training on new provisions of the Housing Opportunity Through Modernization Act of 2016 (HOTMA). The implementation of these provisions is also detailed in the notice titled “Implementation Guidance: Sections 102 and 104 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA)” (Notice H 2023-10 / Notice PIH 2023-27). This notice has been recently updated with a new Attachment A, which details how to implement asset limitation policies. The Department changed its guidance on this topic, after NAHRO — in collaboration with other housing groups — sent a letter stating how section 102 of HOTMA should be implemented.
