NAHRO’s Certified Manager of Voucher Operations (CMVO) designation demonstrates that an individual has the knowledge, skills and ability necessary for
- Defining “High Performance Manager”
- Understanding key competencies as they relate to improved managerial effectiveness
- Reflecting on their unique management and communication styles and exploring the effects of their approaches to managing and communicating
- Identifying and practicing skills that contribute to creating high performance work environments
- Applying critical thinking and problem-solving techniques
How do I get the NAHRO Certified Manager of Voucher Operations (CMVO)?
NAHRO has two paths to becoming Certified! Please refer to the chart below to determine the path that works best for you.
Certification Requirements
Education & Experience | High School Diploma or Equivalent AND 6 months of experience OR Associates degree and above (without the 6 months of experience) |
Specialist Training | Completion of High-Performance Management Training, along with thirty-eight (38) additional hours of NAHRO training. |
Ethics Training | Completion of NAHRO’s Ethics for Management Training |
Exam | Passing score on NAHRO’s Certified Manager of Voucher Operations (CMVO) Certification Exam |
Application | Submission of Certification Application |
Requirement to waive the management training and sit for the exam:
To waive the management training requirements, participants must have seven (7) or more years of experience within the Public Housing Sector (e.g., serving as HCV Program Manager, or Senior-level housing management). They must also have demonstrated knowledge in all the following:
- The federally required rules and regulations as they pertain to the industry
- The basic federal requirements of HCV eligibility
- The HCV re-certification and inspection requirements
- Production of staffing plans and budgets for the program
- The HCV/Section 8 Management Assessment Program indicators
- Establishment of payment standards and other policies that impact the success of the program
- The full utilization of all funds
NOTE: Individuals waiving the specialist training still have the following requirements:
